I want to build a website. It's a simple one for a small business. Do I need to know PHP Programming?

Not really, unless you hoping to pursue a career in web development. Don't get me wrong its a awesome language. Use people like us to do so!

I think Top Nerd's right about that.

Unless it's something like a simple online catalog, I'd expect that someone's time maintaining a site would be taken up just researching and adding quality content, let alone learning a new technical language.
