Determining bad sites

So far, I never saw a horrible site before (thank god). And this got me thinking, how can you say a site is horrible? When is it annoying? How can you say a sit is bad generally?

That same goes with me too.. but I guess one of the factors that a site is not a good one is on the color itself and its font..if the color is pure block do you think you will like to stay longer on that ambiance? I like black but not a  pure black on a site..
